The Deputy National Leader of the 
Northern Elders Forum, Dr. Paul Unongo, said former President Goodluck 
Jonathan would have taken the credit for ending insurgency in the 
country if he had listened to the advice of the forum.</div>
<div style="text-align: justify;">
Unongo said NEF wondered why Jonathan refused to implement the group’s blueprint to end the war against the Boko Haram sect.</div>
<div style="text-align: justify;">
In an interview with our correspondent 
on Wednesday, Unongo said the recommendations which Jonathan allegedly 
ignored were being used by President Muhammadu Buhari.</div>
<div style="text-align: justify;">
The NEF leader berated some opinion leaders who said President Buhari’s anti-corruption war was selective.</div>
<div style="text-align: justify;">
Citing the trial of the Senate 
President, Bukola Saraki, at the Code of Conduct Tribunal, Unongo said 
the President’s body language had shown that the new government would 
not condone corruption.</div>
<div style="text-align: justify;">
He said the NEF would not hesitate to criticise the new government if it acted against the wishes of the masses.</div>
<div style="text-align: justify;">
Unongo said, “We (NEF) have not written 
any letter to President Buhari on Boko Haram. I am sure he picked up the
 recommendations we sent to Jonathan and they are working for him. NEF 
didn’t condemn Jonathan because he is Jonathan. We gave Jonathan a piece
 of advice.</div>

The Senate chamber was in an uproar on 
Wednesday when senators of the All Progressives Party and those of the 
Peoples Democratic Party disagreed on the payment of N5,000 stipend to 
each jobless Nigerian.</div>
<div style="text-align: justify;">
A Peoples Democratic Party senator 
representing the Federal Capital Territory, Philip Aduda, had raised a 
prayer urging the President Muhammadu Buhari-led Federal Government to 
fulfil one of its campaign promises of paying N5,000 to unemployed 
youths monthly nationwide.</div>

Aduda said this prayer was raised in order to cushion the effect of economic hardship on the unemployed in the country.</div>
<div style="text-align: justify;">
Before Aduda raised the prayer, a PDP 
senator from Cross River-East senatorial district, Bassey Akpan, had 
sponsored a motion titled, “Urgent need to curb the soaring rate of 
unemployment in Nigeria.”</div>
<div style="text-align: justify;">
While contributing to the motion 
sponsored by Akpan, the senator from Osun-East senatorial district, 
Babajide Omoworare, demanded the probe of the way the Goodluck Jonathan 
administration handled the Subsidy Re-investment and Empowerment 
Programme, among other poverty alleviation programmes.</div>

Aduda, who is the senate minority whip 
said, “The Federal Government should immediately commence the payment of
 the N5,000 monthly stipend it promised during the pre-election 
campaign.”</div>

The Senate Minority Leader, Senator Godswill Akpabio, seconded Aduda’s additional prayer.</div>
<div style="text-align: justify;">
But Omoworare immediately raised the Senate Standing Order 53(6) to oppose the additional prayer.</div>
<div style="text-align: justify;">
This led to a sharp disagreement between the senators of the ruling APC and those of the opposition PDP.</div>
<div style="text-align: justify;">
The Senate President, Senator Bukola 
Saraki, however, intervened after about 22 minutes by bringing the 
rancorous session to an end.</div>
<div style="text-align: justify;">
He first asked Aduda to repeat his additional prayer, which the lawmaker did.</div>
<div style="text-align: justify;">
However, when Saraki put the additional 
prayer to voice vote, the ayes obviously had the loudest voice – in 
support of the payment of the stipend but the Senate President banged 
his gavel in support of the nay voice vote coming from the APC senators.</div>
<div style="text-align: justify;">
Saraki, thereafter, gave Omoworare the privilege of raising another additional prayer.</div>
<div style="text-align: justify;">
The Osun senator said, “I want to move 
that the immediate past government be made to account for every penny 
spent on SURE-P and other poverty alleviation programmes, and I so move,
 Mr. President.”</div>
<div style="text-align: justify;">
When Saraki put the question to voice vote, the ayes response came from the APC senators, but the PDP senators kept quiet.</div>
<div style="text-align: justify;">
Saraki told the session that the issue of unemployment transcended party lines.</div>
<div style="text-align: justify;">
He said, “Unemployment affects all of 
us. We should stay above party line. We all agree that the Federal 
Government alone cannot do it. It is the private sector that can do it 
but an enabling environment must be provided.”</div>
<div style="text-align: justify;">
Moving his motion earlier, Akpan 
observed that the latest figures of Nigeria’s soaring unemployment 
situation by the National Bureau of Statistics had increased to 8.2 per 
cent in the second quarter of 2015 from 7.5 per cent in the first 
quarter of 2015 and 6.4 per cent in the last quarter of 2014.</div>
<div style="text-align: justify;">
He said, “The latest statistics as 
released by the bureau reveal that economically active population or 
working age comprising Nigerians within the age range of 15 to 64, is 
now 103.5 million, increasing from 102.8 million in the last quarter of 
2015 while the unemployed labour force now stands at 74 million Nigerian
 youths.”</div>
<div style="text-align: justify;">
He expressed concern that about N2tn had
 been spent on intervention funds by the Federal Government to boost the
 productivity of various sectors of the economy in the last five years 
without any commensurate impact on employment generation.</div>
<div style="text-align: justify;">
He said, “With a projected population 
growth of 200m by 2020, we project an unemployed population of about 
100m Nigerians or more. Where lies the economic future of this country?</div>
<div style="text-align: justify;">
“If the unemployed youths of this 
country are effectively engaged in gainful employment, terrorism, 
kidnapping, armed robbery and other socio-economic and cultural vices 
will be drastically reduced. As the saying goes, ‘an idle mind is the 
devil’s workshop’,” he said.</div>
<div style="text-align: justify;">
In their various contributions, the senators overwhelmingly supported the motion.</div>

The pan-Yoruba socio-political group, 
Afenifere, has rejected the resignation of Pa Reuben Fasoranti as the 
leader of the group and has thus begged the octogenarian to rescind his 
decision and continue to lead the association.</div>
<div style="text-align: justify;">
This was against the expectation that the group would appoint a new leader on Wednesday.</div>
<div style="text-align: justify;">
The Publicity Secretary of the 
association, Mr. Yinka Odumakin, disclosed this while addressing 
journalists at the end of the meeting held at Fasoranti’s residence in 
Akure, the Ondo State capital, on Wednesday.</div>

Odumakin explained that members of the 
association, at the meeting, pleaded with Pa Fasoranti to withdraw his 
resignation and to continue to lead Afenifere.</div>
<div style="text-align: justify;">
He added that after much pleading, Fasoranti agreed to continue as the leader of the group.</div>
<div style="text-align: justify;">
“The meeting resolved to urge him to continue as the leader of Afenifere and <em>Baba </em>(Fasoranti) has agreed to withdraw his resignation letter and continue as our leader. The good news is that <em>Baba</em> has withdrawn his decision to step aside,” the Afenifere’s spokesperson stated.</div>
<div style="text-align: justify;">
Fasoranti, while reacting to the 
development, said he had accepted the resolution of the meeting and 
agreed to continue to lead the group.</div>
<div style="text-align: justify;">
On the allegation of disunity among the 
members, Odumakin said there was no crack in the Afenifere family, 
insisting that the leadership would continue to uphold the ideals of the
 founding fathers of the association.</div>
<div style="text-align: justify;">
“We want to state that there is no crack
 in Afenifere and we remain committed to the great ideals of our 
founding fathers,” he added.</div>
<div style="text-align: justify;">
Odumakin, however, noted that there was 
no plan by the group to choose any leader in an acting capacity when the
 current leader (Fasoranti) is still alive. He said if that would 
happen, it would be an internal arrangement within the group to choose a
 person to act.</div>
<div style="text-align: justify;">
The meeting which lasted for several 
hours, had in attendance dignitaries including the Ondo State Governor, 
Dr. Olusegun Mimiko, Pa Ayo Adebanjo, a former Minister of Finance, 
Chief Olu Falae, Chief Korede Duyile, and Chief Supo Sonibare.</div>
Fasoranti had on Sunday resigned as the group’s leader on the grounds of alleged disunity among its members. <strong><em></em></strong><div style="text-align: justify;">

Public workers under the aegis of the 
Association of Senior Civil Servants of Nigeria have called on President
 Muhammadu Buhari to reverse all the alleged illegal recruitments 
conducted during the administration of ex-President Goodluck Jonathan or
 risk trade union dispute.</div>
<div style="text-align: justify;">
They also demanded an increase in their salaries, in line with what they described as “the declining value of the naira.”</div>
<div style="text-align: justify;">
<em>The PUNCH</em> had on June 22, 2015 
exclusively reported that the crisis in the federal civil service 
appeared to have worsened with career civil servants protesting against 
the absorption of Jonathan’s 530 aides and cronies into the civil 
service in the last days of his administration.</div>
<div style="text-align: justify;">
The new recruits into the service were 
said to have been deployed to senior officers’ positions, starting from 
assistant directors upward.</div>
<div style="text-align: justify;">
The President of ASCSN, Mr. Bobboi Bala 
Kaigama, according to a statement issued on Wednesday by its 
Secretary-General, Mr. Alade Lawal, made these demands at its National 
Executive Council meeting in Kaduna.</div>

According to him, the upsurge in 
arbitrariness and bias in the way and manner the Federal Civil Service 
Commission carried out its oversight functions in the name of

The Edo State Government on Wednesday 
said that it had begun moves to recover $31m which it said was allegedly
 “fraudulently taken” from the government coffers, during the 
administration of former Governor Lucky Igbinedion.</div>
<div style="text-align: justify;">
According to a statement issued by the 
Chief Press Secretary to Governor Adams Oshiomhole, Peter Okhiria, on 
Wednesday, the Commissioner for Information, Mr. Louis Odion, disclosed 
this at the end of the State Executive Council meeting.</div>
<div style="text-align: justify;">
He also said that the state government 
would commence a legal action against the former governor’s 
administration, in order to recover what had been taken from the 
government coffers.</div>
<div style="text-align: justify;">
The commissioner said, “There is the 
issue of a fraud that was discovered while looking into our books. We 
found that $31m was fraudulently taken from the state coffers under the 
administration of Chief Lucky Igbinedion. The comrade governor has 
directed the Attorney-General to commence a legal action in that 
direction.</div>

“So, in the coming days, the state 
government will take a legal action to ensure that what was stolen from 
the Edo State Government is recovered. When you convert $31m to naira, 
it fetches you a whooping N7bn. You can imagine what N7bn will do in 
improving the human condition in Edo State.”</div>
<div style="text-align: justify;">
The commissioner praised some landlords and companies in the state for their compliance with the payment of the land use charge.</div>
<div style="text-align: justify;">
Also speaking, the Commissioner for 
Commerce and Industry, Abdul Oroh, alleged that the $31m was allegedly 
used to fund a cement firm in Akoko-Edo Local Government Area of the 
state.</div>
<div style="text-align: justify;">
Oroh said, “As the money was withdrawn, 
the construction of the company started and all the major structures 
were in place, 90 per cent completed, machines were installed but there 
was no other contribution from any other source for the construction and
 procurement of these equipment. So, everything invested in that company
 came from the Edo State Government.”</div>
<div style="text-align: justify;">
He also accused the Igbinedion 
administration of allegedly privatising the state fruit juice processing
 company at a “giveaway” price.</div>
<div style="text-align: justify;">
“The fruit juice processing company in 
Ehor was established in 2001 by the Lucky Igbinedion’s administration. 
The cost of establishing that company was N368,458,195 invested in this 
company by the Edo State Government. The company was owned 100 per cent 
by the Edo State Government. The materials for the company were imported
 from England from a company at a sum of £310,000,” he said.</div>
<div style="text-align: justify;">
Oroh added, “The company was now sold 
including the land and the three hectares pineapple farm which was also 
developed by the Ministry of Agriculture for N283.8m. The company was 
completed and there was a test-run. There was no reason to privatise it 
and it was sold out at a giveaway price which only could have been 
influenced by criminal intentions.’’</div>
<div style="text-align: justify;">
Efforts to get the comments of the 
former governor failed but a source close to him said Igbinedion would 
react to the allegations later.</div>

The Nobel laureate, Prof. Wole Soyinka, has described former President Olusegun Obasanjo as an overgrown child of circumstance.<br />

Soyinka sharply criticised Obasanjo in his (Nobel laureate’s) new 
book, titled InterInterventions: Between Defective Memory and the Public
 Lie – A Personal Odyssey in the Republic of Liars, presented in 
Abeokuta, Ogun State on Saturday.<br />

Although Soyinka conceded that he used to be friendly with Obasanjo 
and admitted in the book that some stakeholders were making efforts to 
reconcile them, he said he owed it a responsibility to fundamentally 
respond to lies that Obasanjo allegedly told against him in his latest 
biography, titled, My Watch, described in InterInterventions as 
Three-Carat Watch.<br />

Soyinka, who in the book also critically takes on the likes of former
 Osun State Governor, Olagunsoye Oyinlola; and veteran critic, Prof. 
Chinweizu, wrote, quoting a Yoruba proverb, “The child that swears his 
mother will not sleep must also prepare for a prolonged, sleepless 
infancy. So, let it be with Okikiola, the overgrown child of 
circumstance.<br />

”I brainstormed with him over meals both when he was military Head of
 State – in Dodan Barracks and in his home, Ota – for some time after he
 left office and early in Aso Rock at his ‘second coming.’ Today, it is a
 different situation. If he offered to host me, I would wait until he 
had first swallowed a morsel from the same dish.<br />

“I had fully attuned myself to the fact that our Owu retiree soldier 
and prolific author is an infliction that those of us who share the same
 era and nation space must learn to endure. However, it does appear to 
me that there is no end to this individual’s capacity for infantile 
mischief, and for needless, mind-boggling provocations, such as his 
recent ‘literary’ intrusion on my peace.<br />

He added that part of the intervention the elders made was a ‘cordial’ conversation he had with Obasanjo recently.<br />

According to the Nobel laureate, he, during the conversation, 
commended Obasanjo for the creative way he had developed the Olusegun 
Obasanjo Presidential Library, which Soyinka, however, described as a 
Presidential Laundromat and a product of executive extortion.<br />

He added that he discussed the possibility of a collaboration with the facility.<br />

But Soyinka, who chronicled the various places his path had met with 
that of Obasanjo since childhood, insisted that the lies in which the 
former President allegedly thrived were so unthinkable that he and some 
other people had started working on another book solely focusing on 
Obasanjo.<br />

He questioned the godliness to which Obasanjo professed and claimed that the former President indulged in identity theft.<br />

“Our author invokes God tirelessly, without provocation, without 
necessity and without justification, perhaps preemptively, but does he 
really believe in such an entity? Does our home-bred Double-O-Seven 
believe in anything outside his own Omnipotence? Could he possibly have 
mistaken the Christian exhortation – ‘Watch and Pray’ – for his own 
private inclination to ‘Watch and Prey? This is a seasoned predator on 
others’ achievements. He preys on their names, their characters, their 
motivations, their true lives; preys on gossip and preys on 
contributions to collective undertakings – even preys on their 
identities, substituting his own where possible.”<br />

In the book, Soyinka also commented on the controversy over the 
ownership and leadership of the board of the Centre for Culture and 
International Understanding, over which he and Oyinlola recently 
exchanged words.<br />

He and a former Corpa Marshal and Chief Executive of the Federal Road
 Safety Commission, Dr. Olu Agunloye, also challenged Major Rasaki 
Salawu (retd.), who recently claimed that it was he – and not Soyinka – 
that formed the commission.<br />

At the public presentation of the book, Soyinka said that he was poised to draw blood with it.<br />

The inauguration of the Soyinka Foundation, held at the MKO Abiola 
Cultural Centre, Kuto, attracted dignitaries that included the Ogun 
State Governor, Senator Ibikunle Amosun; his Edo State counterpart, Mr. 
Adams Oshiomhole, who came in company with his wife, Lara; former 
governors of Ekiti, Rivers and Cross River states, Dr. Kayode Fayemi, 
Mr. Rotimi Amaechi and Mr. Donald Duke<br />

While the Alake of Egbaland, Oba Adedotun Gbadebo, also graced the 
occasion, at the the programme that featured readings and performances 
were scholars/writers such Profs JP Clark, Biodun Jeyifo and Remi Raji; 
Odia Ofeimun and Kunle Ajibade.<br />

Amosun commended Soyinka and the organisers of the event for the initiative and promised to support it.<br />

Efforts to get Obasanjo’s reaction failed as one of his aides said 
the former President had travelled to Ivory Coast to monitor elections.<br />

Two leading UK experts on terrorism, Dr. Afzal Ashraf and Richard 
Barrett, have advised the Federal Government to be cautious in holding 
talks with the violent Islamic sect, Boko Haram.<br />

The duo made this known in separate email exchanges with our correspondent.<br />

The President Muhammadu Buhari administration has not ruled out negotiation with the terror group.<br />

Ashraf, a consultant fellow at the Royal United Services Institute 
for Defence, said it was not advisable to negotiate with ideological 
terrorists.<br />

He said, ‘‘As a general rule, it is not advisable to negotiate with 
ideological terrorists. Non-ideological terrorists do respond positively
 to negotiations.<br />

“For example, the IRA in the UK gave up violence only after long 
secret negotiations with the British government. Boko Haram is not 
really ideological, even though it claims to follow Al-Qaeda and now 
ISIS. Its leadership is anti-intellectual given its name. They do not 
have even the pseudo-Islamic scholars that Al-Qaeda had in the form of 
Ayman Al Zawahiri and Abu Yayah Al Libbi. Therefore, they are not likely
 to respond to pragmatic political negotiations.”<br />

Also, Barrett, a Director of the Qatar International Academy for 
Security Studies in Doha, stated that though it was wrong to negotiate 
with terrorists, the Federal Government should try to rescue those 
abducted by Boko Haram, especially the Chibok schoolgirls.<br />

According to Barrett, it may be difficult for the Nigerian government to believe any promise made by the violent group.<br />

Barrett noted, ‘‘It is always wrong to negotiate with terrorists, but
 everything should be done to free all those kidnapped by Boko Haram, 
including the Chibok girls. The government will find it hard to trust 
any agreement made by Boko Haram, and it will need to ensure that any 
negotiation does not provide the group with the means to get more 
weapons and continue its rampage of terrorism, for example, by giving it
 money. A deal should be more in line with an offer of reduced prison 
sentences for those responsible if the captives are returned safely to 
their families.’’<br />

Barrett also lauded the ongoing military operations against 
insurgency in the North, adding that the Nigerian population would need a
 long-term protection and government support to withstand Boko Haram 
intimidation.<br />

‘‘The young men would also need jobs to support themselves and their 
families. Boko Haram certainly takes advantage of the social, political 
and economic marginalisation of many of the communities in the 
North-East. Also, of course, it will be necessary for the Nigerian Army 
to work in concert with its counterparts in Chad, Niger and Cameroon, 
and for those governments to support their vulnerable communities in the
 same way,’’ said Barrett, who served as the coordinator of the Al-Qaeda
 and Taliban Monitoring Team at the United Nations.<br />

On his part, Ashraf, who also served in the UK Armed Forces, 
explained that negotiations with Boko Haram should only be considered in
 the light of the kidnapped Chibok girls and their families going 
through unbearable heartache.<br />

While identifying one of the strengths of the Buhari administration 
as its stance against graft, Ashraf added that the long-term fight 
against terrorism would be won after removing corruption from the 
nation’s economy, especially in the judiciary and security sectors.<br />

He said, ‘‘So, while the army operations and negotiations with Boko 
Haram are necessary at this time, any victory will be short-lived if the
 government does not check corruption and divert investment into the 
development of the northern region.<script async="" src="//pagead2.googlesyndication.com/pagead/js/adsbygoogle.js"></script>

Chukwuemeka Ezeife, former governor of Anambra state, says the Igbo are 
not begging President Muhammadu Buhari to give them appointmentsbecause,

Sunday Punch on the perceived lopsidedness of Buhari’s appointments so 
far, Ezeife said the appointment of Ibe Kachikwu as the group managing 
director of the Nigerian National Petroleum Corporation (NNPC) will not 
atone for “many neglects and insults”. Kachikwu is an Igbo from Delta 
state in the south-south and his appointment was thoughtto have calmed 
fears about a perceived agenda against the Igbo. But Ezeife said: “It is
 not atonement for the many neglects and insults that have happened with
 the National Security and Civil Defence Corps, the Nigerian Maritime 
Administration and Safety Agency and other agencies. How would a 
President appoint people into key positions in Nigeria, yet none of them
 is Igbo? What kind of thing is that? “On merit, we have the best people

The Bayelsa state Police command have arrested and paraded before 
newsmen, a gang of armed robbers who have been terrorizing the state. 
Among them, according to Saturday Punch report, is a dreaded serial 
killer and notorious armed robber,  John Okafor,  who hailed from Oguta 
in Imo State.</div>
